How to Read an App Development Quote in South Africa Before You Sign

Most app development quotes get compared on the total, which is the least useful number on the page. This is how to read the discovery phase, the milestone payments and the running costs that keep billing after launch.

A good app development quote shows four things: a paid discovery phase that locks the design and database before the big payments, milestone payments tied to work you can check, a monthly maintenance retainer, and third-party running costs listed by service. If a quote only gives you a build total, it is incomplete.

What should you look for in an app development quote?

An app development quote should tell you when each part of your money moves and what you get in exchange. The total is the number everyone compares, and it is the least useful number on the page. Two quotes with the same total carry very different risk, depending on how much you pay before anything is designed.

Start with what happens before the build: is there a discovery phase, is it paid, and what does it produce? Then look at how the build money is split. Last, look past launch day. Somebody has to keep the app patched, and outside services will bill you every month. A quote that says nothing about this has left it for you to discover.

Price ranges are a separate question, covered in what app development really costs in South Africa.

Why milestone payments protect you

Milestone payments protect you because each payment is released only after you can see and check a defined piece of work. A quote that asks for half the money up front puts the risk on you. If the design turns out wrong or the team is not a fit, most of your budget is already gone.

The Auditor-General's 2024/25 PFMA report, as reported by TechCentral, found that 41 government ICT projects with a combined value of R12.1 billion failed to meet key objectives on timelines, budgets, quality and business outcomes. Those are government projects, and the lesson still carries to a founder's budget: when money keeps moving without hard checkpoints, nobody can stop a project early.

When we scoped a 12-month platform for a Cape Town water-testing business this year, the first milestone was a paid discovery phase at 10% of the build, to assess fit, finalise the UI and UX, and lock in the database schema. Four payments of 20% followed, and we tied the final 10% to user acceptance testing and launch. If the fit was wrong, the client would have spent 10%, not half the budget. We wanted the database fixed first because screens are cheap to change later, while a wrong data structure touches every feature built on top of it.

How much does it cost to run an app once it is live?

Running an app costs money every month after launch, and a complete quote lists those costs. One part is the maintenance retainer: the developer's time for security patches, version updates, bug fixes and monitoring. The other is third-party services billed straight to you, such as hosting, the database, AI usage or a commerce engine.

For the water-testing platform, we listed each outside service separately and estimated the total at about R3,000 to R6,000 a month, billed directly to the client, on top of the retainer. We also gave a year-one figure combining build, retainer and running costs, because that is what a founder actually has to fund: the total cost of ownership of custom software.

Part of that monthly bill moves with the rand. Some of these services price in US dollars, Vercel among them, and Supabase Pro starts at $25 a month, so a weaker rand raises your costs with nothing changing in the app. Ask which running costs are priced in dollars.

What to ask a developer before you sign

Ask what the discovery phase produces and whether you can stop after it. Ask what you will test before each milestone payment, and what the final payment depends on. A developer who answers quickly has thought about your project past the build.

Discovery is not only for large platforms. On a smaller mobile app development project it is shorter, but it should still be paid, scoped and produce something you keep. Check that the milestones line up with a realistic build timeline. A payment schedule that runs ahead of the work is a warning sign.

If your build runs longer than a few months, judge the quote on how it releases your money and on what it says about the year after launch. A paid discovery phase is the cheapest way to test a developer before you commit the rest. For something small with a fixed scope, one price and a simple payment split is fine.

Questions about app development quotes

What should an app development quote include?

An app development quote should include a paid discovery phase, a milestone payment schedule tied to work you can check, a monthly maintenance retainer and third-party running costs listed by service. In a proposal we wrote for a Cape Town water-testing business, discovery was the first milestone at 10% of the build, before any larger payment.

Why do app development quotes in South Africa vary so much?

App development quotes in South Africa vary because developers price different scopes, teams and risks under the same app idea. One quote includes design, testing and launch support while another covers only coding. Quotes also differ on what they leave out, especially maintenance and third-party running costs. Compare what each quote delivers line by line.

How do milestone payments work for app development?

Milestone payments split the build price into stages, and each payment is released when a defined piece of work is delivered and checked. In our proposal for a Cape Town water-testing platform, the split was 10% for discovery, four payments of 20% during the build, and a final 10% tied to user acceptance testing and launch.

What is a discovery phase in app development?

A discovery phase is a short, paid stage before the main build where the developer and client confirm the scope, design the screens and plan the architecture. In one 12-month proposal we wrote, discovery was priced at 10% of the build, to assess fit, finalise the UI and UX, and lock in the database schema.

How much does it cost to run an app each month?

Running an app costs a monthly maintenance retainer plus third-party services such as hosting, the database, AI usage and any commerce engine. For a Cape Town water-testing platform we proposed, those outside services came to an estimated R3,000 to R6,000 a month, billed directly to the client and separate from the retainer.

Why are some app running costs billed in US dollars?

Some app running costs are billed in US dollars because providers such as Supabase and Vercel set their list prices in dollars. Supabase Pro, for example, starts at $25 a month. For a South African business, part of the monthly bill rises when the rand weakens, so budget running costs as a range.
